Michael Bell's comprehensive knowledge of policy, government relations, and the legislative process was honed during the time he spent serving on the Senate Judiciary Committee staff, working for Senator Orrin Hatch (R-UT), and in the Office of Legislative Affairs at the U.S. Department of Justice. These roles provided the valuable insights that he applies to his practice, which is focused at the intersection of business and government.
Michael represents corporations and trade associations on policy matters before Congress and the executive branch agencies of the U.S. government. He develops and implements policy recommendations and political strategies to achieve client goals, and provides strategic counsel to entities navigating complex government processes and dealing with crisis management.
In addition, Michael advises on all aspects of political law compliance, including federal, state, and local election laws, lobbying disclosure regulations, and government ethics rules. He is experienced in developing compliance programs for large corporations, performing internal compliance audits, training corporate executives, and representing clients through complaints or compliance investigations.
At the Office of Legislative Affairs, Michael represented the Department before Congress, formulating policy positions, and helping to craft the agency's legislative strategy. His tenure with the Senate Judiciary Committee and service in the office of Senator Orrin Hatch provided him with insights into all phases of the legislative process, including legislative drafting, committee hearings and markups, Senate floor strategy, and conference negotiations.
Michael also served as Deputy Associate Director of Presidential Personnel at the White House, where he recruited, interviewed, and evaluated candidates for senior-level government positions.
