Ryan M. Harrigan advises clients on regulatory compliance matters, audits, and disputes relating to their federal government contracts. His primary focus is working with clients in the Life Sciences industry, including pharmaceutical, medical device, and biotechnology companies.

Having worked in the Office of General Counsel at the Department of Veterans Affairs, Ryan leverages his experience working on agency procurements and related litigation in his work with firm clients.

In his practice, Ryan counsels clients on pricing calculations and compulsory disclosures under the Veterans Health Care Act of 1992, the TRICARE retail pharmacy program, and Department of Veterans Affairs Federal Supply Schedule contracts. Ryan has also developed his skills working with clients on contractor socio-economic compliance programs and related compliance requirements, as well as the Department of Veterans Affairs and Department of Defense formulary and pharmacy programs.

Ryan assists government contractors on the full range of federal contract compliance and administration matters throughout the contract life cycle – from the proposal, to award, to audits, investigations, and contract termination. Ryan also works with drug and device manufacturer clients to develop and update internal policy and procedure documentation.
